    Ecosystem Snapshots will share census-like information about the organizations investing in and supporting small and growing businesses around the world

    Washington, D.C., August 8, 2018 – The Aspen Network of Development Entrepreneurs (ANDE) today launched an online Ecosystem Snapshots platform—a visual display of the financial and nonfinancial support that organizations provide for entrepreneurs—for select emerging market economies. The goal of the Ecosystem Snapshots site (ecosystems.andeglobal.org ) is to identify gaps and opportunities for the small and growing business sector.

    Snapshots provide an in-depth look at the web of support for entrepreneurs. These are point-in-time estimates of an entrepreneurial ecosystem within a specific city or country. Data gathered identifies key stakeholders, distinguishes if they provide financial or nonfinancial services, and matches the type of intervention with the corresponding stage of company growth. Visitors can view a summary or overview of specific regions, gain a deeper understanding of specific challenges and opportunities to overcome constraints and more. The platform then integrates the data specifically tailored by the user and produces a complete picture or “snapshot.”

    Currently, accessible snapshots include Ghana and Ethiopia. ANDE plans to complete four additional snapshots for countries within Sub-Saharan Africa and one in Myanmar. ANDE is calling for contributors to help build complete snapshots for Myanmar via a survey that will open August 27th and will release the final survey results of the following cities and countries in late October 2018: Gauteng, South Africa; Ibadan, Nigeria; Port Harcourt, Nigeria; and Rwanda. Survey participants may include both ANDE members and non-members, and participants can contribute here: ecosystems.andeglobal.org/contribute.

    Global interest in Nigeria’s emerging tech sector has been buoyed by the investment of Mark Zuckerberg, CEO of Facebook, in Andela, a Nigerian start-up, followed by a visit to Yaba in September 2016. The visit by the CEO of Y Combinator, one of the most successful and influential tech incubators in the world, in the same month further validates the increasing interest of the global tech industry in Nigeria. According to Quartz (Qz.com), a digital news outlet, Nigeria raised the 3rd largest ($114.6million) startup funding in Africa in 2017, behind South Africa and Kenya. Furthermore, Techpoint.ng, a leading local media platform dedicated to start-ups, entrepreneurship, innovation, and technology, also reported Nigerian start-ups had already raised about $73.7million in Q2, 2018.

    The hardest evidence of an emerging technology ecosystem in Nigeria is in Yaba, Lagos State, which now boasts a relatively high concentration of tech companies, start-ups, incubators, and accelerators when compared to other parts of Lagos or the rest of the country. An organically grown cluster, Yaba now accommodates over 60 start-ups and tech companies including Hotels.ng, Afrika’s Talking, PagaTech and incubator/accelerator programs, such as Co-Creation Hub (CcHub), Passion Incubator, and more recently NG_HUB (Facebook), Blue Lab (Stanbic IBTC) and Digital Lab (First Bank). The cluster is also home to about three tertiary institutions (University of Lagos, Yaba College of Technology and the Federal Science and Technical College), several secondary schools, and connected to major road networks in Lagos, thus making Yaba an attractive place for a hub. According to research, industrial clusters have been empirically proven to create jobs, nurture high growth companies and improve economic development (for example, the UK’s Cambridge cluster consists of over 1500 tech and biotech companies and employs over 57,000 people generating over £13billion annually. Currently, 38% of European jobs are concentrated around clusters).

    Consequently, the Lagos State Government (LASG) is pleased to announce the commencement of the Yaba ICT Cluster project, KITE@Yaba (KITE stands for “Knowledge, Innovation, Technology, and Entrepreneurship”) to provide an enabling environment that will facilitate and support the development of a technology cluster and ecosystem within the Yaba District of Lagos.  It is expected that this initiative will contribute significantly to the economic development of Nigeria and position Lagos State as the hub for innovation in Nigeria, and preferred destination for technology investors and innovators. Mr. Hakeem Fahm, the Honourable Commissioner for Science and Technology remarks that “KITE@Yaba is a public-private partnership (PPP), driven by the government and supported by several industry experts and advisors along the technology value chain”.

    The project will proffer recommendations to the Lagos State Government on 8 critical areas to foster an enabling environment for innovation and entrepreneurship in information and communication technology namely Access to Funding; Access to Market & Demand; Infrastructure; Policy Regulation & Governance; Talent, Skills & Education; Research & Development; Network & Collaboration; and Advocacy & Marketing. KITE@Yaba also includes the design and construction of a world-class ICT Park for which LASG has already acquired 30,000 square meters of land in the Yaba area.

    The project’s governance structure comprises a Project Steering Committee (PSC), an Industry Advisory Board (IAB), the Project Delivery team and Subject Matter Advisors. The PSC is co-chaired by the Honourable Commissioner for Science and Technology, Lagos State, Mr. Hakeem Fahm, and Dr. Omobola Johnson, former Minister for Communication and Technology and Senior Partner of TLcom Capital LLP, a technology venture capital firm. Other members of the steering committee include Mrs. Uzammat Akinbile-Yusuf, Honourable Commissioner for Wealth Creation and Employment; Mrs. Yetunde Onabule, Special Adviser on Urban Development; Mr. Abiodun Amokomowo, Chief Executive Officer, IBILE Holdings Limited; and Mr. Niyi Yusuf, Country Managing Director, Accenture. Accenture will provide project management office (PMO) support as Project Delivery Lead.

    The Industry Advisory Board (IAB) which was inaugurated in June 2018, is chaired by Dr. Omobola Johnson and comprises notable technology industry stakeholders including CcHub, Google, Microsoft, MainOne, Andela, Flutterwave, General Electric (GE), and Ibile Broadband, University of Lagos, and Lagos State University. The role of the IAB will be to provide overall leadership and direction to the project to ensure its objectives are realized and ensure value for money to Lagos State based on experience and expertise. Dr Omobola Johnson welcomed the involvement of the private sector in this initiative and said, “Lagos State is already well known as the enterprise and commercial hub of the country, KITE@Yaba will further drive technology innovation and entrepreneurship and will directly contribute to the development of a digital economy in Nigeria”.

    Over the next 18 months, the PSC and IAB will review designs and plans, provide professional advice, and engage in local and international awareness plans to drive further support for interest and investments in the project. The administration of Gov. Akinwunmi Ambode is committed to making Lagos State a world class location for tech start-ups and technology companies comparable to those in other global locations.

    The first thing that readily strikes you about the Note 5 is the design of the device.     Huawei’s academic partnerships aid development of digital economy

    Recently my company Huawei was strongly criticized by several members of the US Congress. They asked the US secretary of education to investigate whether our co-operation with US universities on basic scientific research might threaten US national security. I believe this criticism displays an ignorance of how contemporary science and innovation work and I recently described it as “ ill-informed” in a media interview.

    I did not mean this as a personal attack. Rather I was seeking to highlight the importance of academic freedom as an essential feature of modern universities, one that underpins all technological development and helps cultivate the next generation of scientific talent.

    Academic freedom is the cornerstone of higher learning. This freedom from political and other interference allows the US consistently to attract the world’s brightest minds to study and conduct research within its borders. It also supports the US’s continued status as a global technology leader.

    I hold a doctorate in engineering and have experience in basic research, which the National Science Foundation defines as “study directed toward greater knowledge or understanding . . . without specific applications toward processes or products”.

    While corporate research and development tend to focus on commercial outcomes, universities devote time to mathematics, algorithms, material science and other applications that might never make money. Even if the research pays off eventually, closing the gap between a theory and a commercial product can take decades.

    Collaboration between universities and businesses can accelerate this process. The exchange of knowledge and resources among the private sector, academia, and research institutes, known as knowledge transfer, has become a vital driver of scientific and technological progress.

    But US federal funding for higher education research has fallen steadily over the past decade. Today it represents less than 50 percent of total American university research funding.

    Corporate sponsorship from companies such as Huawei provides much of the rest. The amount of money we allocate for research at US universities is relatively modest — approximately $10m last year. But it provides needed support in the form of funding, facilities, and laboratory equipment. Our collaboration with universities gives college and postgraduate students the chance to receive training and hands-on experience. We provide this support with no expectation of direct commercial return.

    Contrary to what our critics allege, the fruits of this research constitute a public good rather than a threat to America.

    The findings made possible through our university partnerships are published and disseminated worldwide through dissertations and papers by professors, PhDs, and postgraduate students.

    Like other corporate supporters of university research — including US businesses that support Chinese universities — Huawei does not gain exclusive ownership of or access to, the findings of the research we support and we do not dictate what is published.

    Science is borderless, and we hope that the results of our partnerships will reach as many people as possible.

    Like any technology company, Huawei benefits from the general advancement of science and technology worldwide. Ultimately, however, our ability to provide competitive products is a result of our own long-term investment in R&D.

    Last year, Huawei invested $13.8 billion in research and development globally, bringing our total investment over the past decade to more than $60 billion. Huawei has been granted nearly 80,000 patents worldwide, including 10,000 patents in the US. Many of these are essential patents vital to the telecommunications industry. As such, they represent our modest contribution to the development of the digital economy.

    Before any basic research can deliver tangible benefits to society, universities and businesses must set off together on a long and sometimes arduous journey. This requires unstinting work by countless scientists and engineers. Such people deserve respect, not groundless accusations from skeptical politicians, for their efforts.

    Unbiased political leaders should work to ensure that US universities continue to enjoy the academic freedom that drives American progress in science and technology. Ideally, they will bring to that task the same depth of understanding, curiosity, and spirit of fact-finding inquiry displayed by the world’s leading scientists.

    The role of broadband development in stimulating growth, policy harmonization for enhancing ICT infrastructure and attracting investment, as well as human resource development are stressed as essential to achieving digital economy in Nigeria.

    This was the outcome of a one-day conference themed Africa-China Cooperation in ICT and Digital Economy organized by The Nigerian Institute of International Affairs in collaboration with the Embassy of the People’s Republic of China in Nigeria and Huawei Technologies Company (Nigeria) Limited. The conference was well attended by representative of government, foreign partners, and stakeholders in power and technology sectors at the Sheraton Abuja Hotel.

    In his opening remarks, Mr. Lanre Osibona, Special Advisor on ICT to the Vice President of the Federal Republic of Nigeria, Professor Yemi Osinbajo Stated that there is an urgent need to overcome challenges facing the nation to leveraging ICT to fuel the fourth industrial revolution that brings about digital economy.

    “Africa must develop its skills. We must know how to scale workforce and move away from business base outsourcing to knowledge base outsourcing. Data is the future and new hope. For us as a country we must invest heavily in capturing data.”

    Also speaking at the conference was Dr. Zhon Pingjian, the ambassador of China to Nigeria, he stated that “China will continue to share its development opportunities with African countries and welcome them on board the train of China’s development.”

    The conference featured discussions on policy issues with a view to propose a domestic approach to not only enhancing the strategic priority of ICT and penetration of fixed broadband, but also improving connectivity through cost-effective network deployment, and easing the development of local content such as e-commerce in accelerating economic growth.

    Speaking at the opening ceremony, Minister of Communication, Barrister Adebayo Shittu said Nigeria’s revolution in the ICT sector accounts for well over $32 billion in foreign direct investment over the last 15 years. Such investments in infrastructure has created an ICT backbone that powers various critical sectors of the economy such as Banking, E-commerce, Insurance, and Oil & Gas. He advocated the need for all stakeholders to strengthen the technology and innovation ecosystem by supporting the development of innovation hubs in partnership with the private sector.

    “This conference provides the opportunity to jump start the critical game-changing steps needed to make Nigeria’s objectives a reality in digital economy. Beyond this conference, we must work to strengthen relationships and knowledge management platforms towards building the better and more digital future that we seek.”  Shittu Said.

    Digitization, widespread adoption of digital technologies and applications by Corporates, Government and Consumers, is beneficial for an emerging economy like Nigeria. According to study by PWC, constrained digital economies can potentially realize a 0.5 percent increase in GDP per capita for every 10 percent increase in digitization. The study also highlights that digitization also has a significant impact on job creation in the overall economy: an increase of 10 percent in digitization reduces a nation’s unemployment rate by 0.84 percent.

    Speaking at the event, Tank Li, Managing Director of Huawei Technologies Nigeria, stated that a robust ICT infrastructure is the bedrock for digital transformation in Nigeria, and to unleash Digital Economy potential in the country, issues of availability and affordability need to be addressed.

    “In order to foster digital transformation of the economy, policies and programs to increase ICT infrastructure and ensure wide-spread coverage both in urban and rural areas should be prioritized to make voice and data services available; At the same time, strategic measures of infrastructure sharing, investment-friendly regulatory framework and preferential taxation policies are needed to reduce sites acquisition and broadband deployment costs in order to bring down the cost for users to really encourage application of ICT across the industries and the whole society.” Li said.

    The conclusive take out from the conference was a call for a framework and policies from the government that will foster broadband Infrastructure development in Nigeria to help stimulate GDP growth. Also a need to continue to collaborate with private sector and foreign investors that help to drive innovation for scaling ICT in Nigeria.

    Enhancing Financial Innovation & Access (EFInA), Nigeria’s leading financial sector development organization and CcHub, hosted a FinTech Roundtable session with the Lord Mayor of the City of London, Alderman Charles Bowman; Financial sector regulators and financial technology (FinTech) companies and other stakeholders on Wednesday, 27 June 2018.

    As part of its mission to promote financial inclusion in Nigeria, EFInA desires to improve the existing infrastructure in the financial sector so that  FinTechs can play an increasing role in the efficient delivery of financial services to the un(der)banked in  Nigeria.

    Giving the welcome address, EFInA Board Chair, Segun Akerele, emphasized the importance of the company’s partnership with the Department for International Development (DFID) and Bill & Melinda Gates Foundation while identifying foreign collaborations and regulatory principles that can catalyze and accelerate local growth in the financial service sector.

    Furthermore, he stated that the difficulties associated with access to financial services has led to a large population of unbanked adults and encouraged FinTechs and financial service providers to develop more innovative financial inclusive products. He also appealed to regulators to take lessons from the United Kingdom’s regulatory principles.

    Speaking at the event, the Lord Mayor of the City of London, Alderman Charles Bowman, highlighted the need to promote bilateral ties between Nigeria and the United Kingdom and also establish a business of trust between the two countries.

    “This roundtable session will help to work out different modes of collaboration, provide reassurance for Nigeria as an international FinTech hub of the future, and also identifying the opportunities for growth in our countries. In addition, we intend to build on this opportunity to support and promote innovation in financial and professional services,” said the Lord Mayor.

    During a presentation on ‘Financial Inclusion, The Regulatory Landscape and Opportunities for FinTechs to promote Financial Inclusion in Nigeria’, the Electronic Payment Specialist for EFInA, Folasade Agbejule, said “EFInA’s mission is to spur growth in the financial development sector by providing grants to financial services operators through the Innovation Fund. EFInA targets the economically deprived population by sharing risks with Financial Service Providers (FSPs) through its Technical Assistance Grant and the Innovation Grant subsidies to the amount of $250,000 and $2,000,000 respectively.
